The Moses Engineering Method

Our approach is client-centred from start to finish. We start by learning your goals, objectives, and constraints, and work together to achieve a quality end-product. All projects, major and minor, receive attention from our well-rounded team of engineers and are QCd internally. We collaborate with the client team as well as internally to ensure projects are delivered on time, stay within budget, and achieve the project’s scope and objectives. This is accomplished through our open communication, creative problem solving, adaptability, and responsiveness.

Our Team

Headquartered in Gainesville, FL, Moses Engineering (Moses) was incorporated in 1980 and has built its reputation in MEP professional engineering serving public and private institutional clients. Our clients are our first priority, and our organisational structure and all that we do is centred around serving our clients well. Our firm is led by Sam Frasier, PE, with nearly three decades of experience serving clients across industries on a wide range of project types. He is supported by an engineering staff of mechanical, electrical, fire, and plumbing engineers that are second-to-none.

Sam Fraiser PE

President & Managing Partner
Mechanical Engineer

As president of Moses Engineering, Sam Frasier oversees all projects for the company, bringing nearly three decades of mechanical design experience to every project. He focuses his efforts on MEP design, facilities infrastructure projects, central plant utilities (chiller/boiler) design, and renovations, and has been working on healthcare, university, and government campuses for all 20 years that he has been with Moses Engineering.

With a reputation for undertaking complicated projects and solving complex problems, he has designed projects, master plans, and performed evaluations and analyses for various institutional clients across the southeast. Sam’s extensive experience, understanding of how users interact with MEP systems, and ability to see the big picture translate into solutions that are both feasible and cost effective for the client. He specialises in determining and understanding the client’s goals, identifying system deficiencies, and tailoring solutions that best fit the project objectives and owners’ budget.

Additionally, Sam has served as Project Manager and Mechanical Engineer for the first LEED Platinum Certified design in the State of Florida and the Southeastern United States, first LEED Platinum Athletic Facility in the United States (SW Stadium Renovation and Expansion), and numerous other LEED certified projects.

Zachary Frasier PE

Vice President
Mechanical & Electrical Engineer

Since joining Moses Engineering in 2012, Zach Frasier has amassed considerable experience in MEP systems, building automation, and accreditation compliance with a focus on healthcare and university facilities. His project experience to date has emphasised owner direct equipment replacement renovations as well as utility plant design and campus-wide utility infrastructure projects. He has directly designed and/or commissioned 125 AHU replacements, 35,000 Tons of chiller plants – both new and renovation of existing, and a dozen new building construction projects totaling in excess of $100 Million and 300,000 gross square feet. This work has required maximising existing campus utilities systems to support ambitious expansion initiatives, compliance with the rigorous infrastructure and phasing requirements these facilities require, and the development of capital improvement budgets in collaboration with the clients he serves.

Zach brings specific expertise in the understanding and interpretation of the relevant healthcare codes and guidelines including: FGI Guidelines for Design and Construction of Hospitals, Pharmacy design standards including USP 800/797, and Joint Commission on the Accreditation of Healthcare Organizations (JCAHO). He also serves as Moses’s in-house Computational Fluid Dynamics (CFD) analysis specialist.

William Walker PE

Vice President
Mechanical Engineer

Since joining the firm in November 2017, William Walker has developed a reputation for handling diverse design challenges including specialty laboratories and cleanrooms, performance-based utility upgrades, hospital infrastructure renovations of the most critical nature, and emergency response systems. His position as Vice President and Project Manager at Moses Engineering allows him to serve institutional clients by delivering reliable solutions for the most complex design challenges while still meeting both the clients’ strict budgetary requirements, scheduling needs, and any applicable Codes, standards, and guidelines. He has provided design and project management services in K-12, university, and independent research centres, institutional energy plants, and healthcare facilities across the state of Florida.

William has attained mastery in the application of the institutional design standards unique to each one of his clients. He demonstrates a commanding knowledge of distinctive chapters of National Fire Prevention Code (NFPA), Occupational Safety and Health Administration standards (OSHA), and American National Standards Institute guidelines (ANSI).
